Keynote Address 1: Outlook & Projection for Sabah: Oil & Gas, Technology and Energy Transition towards NetZero
Datuk Ir. Bacho Pilong, currently the Senior Vice President of Malaysia Petroleum Management
(MPM), previously served as the Senior Vice President of Project Delivery & Technology at PETRONAS. With a distinguished career in leadership roles globally and in Malaysia, he has held positions such as President of Joint Operating Companies in Sudan and South Sudan, Senior Vice President of Malaysia Assets and Vice President of International Assets, Upstream Business, PETRONAS. Among his notable achievements is leading the industry-driven collaboration Cost Reduction Alliance (CORAL) 2.0, recognized by the World Economic Forum for enhancing Upstream Malaysia's cost competitiveness. During his tenure as VP of International Assets, Datuk Ir. Bacho led the portfolio high grading initiative which included key divestments in selected countries. Datuk Ir. Bacho also successfully secured a production sharing contract extension for the Greater Pioneer Operating Company (GPOC) in South Sudan and restored production after five (5) years of shutdown during a challenging crisis period.
In his previous role at PD&T, he has been instrumental in driving innovation and technology, including the Race2Decarbonise hackathon to limit GHG emissions to 49.5 million tonnes CO2e by 2024, accelerating clean energy technology development, and transforming digital architecture with cloud migration, 5G deployment, and AI adoption.
With more than three decades of experience, his leadership influence extends beyond PETRONAS, fostering cross-collaboration within and outside of the industry and strengthening relationships with government agencies in the region. Passionate about talent development, Datuk Ir. Bacho also actively drives digital upskilling for youths through PETRONAS BeDigital Bootcamps and collaborates with over 25 institutions of higher learning globally to inspire innovation.

Keynote Address 2: Decarbonising Energy Systems - Opportunities & Challenges
Siti Sulaiman is the first female Country Chair and SVP Integrated Gas & Upstream for Shell Malaysia.
Siti started her journey with Shell as a Shell scholar. She graduated from Imperial College in London with a first-class degree in Mechanical Engineering and started her career as an Operation Engineer in Shell Malaysia Upstream in 1994.
In the early days of her career, Siti took on roles in Development, Planning, Commercial and Strategy, both overseas and in Malaysia. In 2011, she was appointed as the first female Malaysian Asset Manager and Director of Sabah Shell Petroleum Company Limited, responsible for Shell’s upstream oil and gas operations in Sabah.
Since then, she’s taken on ever-growing strategic and technical portfolios, with her most recent stint as Vice President Technical Asset Operations, where she oversaw a large global technical organisation that supports assets and operating units across the Shell Group.
She is married with three daughters, loves to cook and spends her free time outdoors, hiking and walking.
Ts Syed Saggaf Syed Ahmad

Ts Syed Saggaf bin Syed Ahmad is currently the Chief Executive Officer of Shapadu Oil and Gas
Division, leading and managing the Group’s interest in Oil, Gas and Energy industry for both upstream and downstream services segments including management of group’s marine assets. He is also the Executive Director for one of the Oil and Gas division’s subsidiary, Shapadu CR Asia Sdn Bhd focusing on downstream maintenance and turnaround works.
He got his early education in English College, Johor Bahru and Sekolah Menengah Sains Muar, Johor. Subsequently, he graduated from Universiti Tenaga Nasional in 2002 with Bachelor in Mechanical Engineering. Upon graduation, he started his career as Mechanical Piping Engineer with Haven Engineering and continued his career with stints at Ramunia Fabricators Sdn Bhd in 2004 and Coral Intoil Sdn Bhd in 2008.
Syed Saggaf has been with Shapadu Group since 2010 where he started as Project Manager. In his time with Shapadu, he was promoted to Senior Project Manager, General Manager, Deputy Chief Executive Officer, before eventually becomes the Chief Executive Officer in January 2017. He now has approximately 20 years experience in the industry, managing major contracts from key clients with an approximate worth of RM 2 billion.
He is the current President of Malaysian Oil, Gas & Energy Services Council (MOGSC) where he plays an important role in engagements with industry stakeholders and players with the objective of creating a sustainable energy ecosystem in Malaysia.
Other than these, he is also the Ambassador of UNITEN Alumni, Vice President of Alumni Sains Muar Association, Board Member of Koperasi Tenaga Petroliam Malaysia and Board Member of Study For Industrial Doctorate Program, Universiti Teknologi Malaysia.
Datuk Harris Haji Annuar Tan

Special Address 2: Sabah OGSE Sector in positioning & accelerating Sabah as catalyst for National Energy Aspiration
Datuk Hj. Harris Hj. Annuar Tan holds a Bachelor of Science degree from the University of Wisconsin - Green Bay. United States. He is conferred a Chartered Fellow (FClLT) by Chartered institute of Logistics and Transport (UK). In 2015, he received an award under the Outstanding Category by The Asia Pacific Entrepreneurship Award (BIMP-EAGA). He was also awarded as Tokoh Pembangunan Labuan in 2017.
His most notable achievement is the transformation and expansion of Asian Supply Base (A58), a company owned by the State Government of Sabah where he served for 25 years. Thus, contributing to the growth of social economic development in Labuan through the Oil and Gas activities. He has an extensive experience in the logistics and SCM for the oil and gas industry particularly in the exploration, development and production activities.
Transforming ASB from a shallow water facility to an ultra-deep-water integrated supply base supporting the deep-water exploration. With his vision, vast experienced and strategic expansion plans, he has brought A58 to greater heights by being recognised as a world class integrated offshore supply base by foreign oil majors.
He is also instrumental in moving ASB globally in countries like Europe, Australia; Turkmenistan, India and most part of Asia-Pacific in which he has pioneered the following projects:

Datuk Adzmir Abd. Rahman is an accomplished professional with a distinguished career in the energy industry. Currently serving as the Chief Executive Officer of Sabah Energy Corporation (SEC), he has consistently demonstrated exceptional leadership and expertise in various strategic roles within the organization.
Datuk Adzmir was a scholar of the Sabah State government and an alumnus of the University of Portsmouth, England, where he graduated with a Bachelor’s degree in Mechanical Engineering (Hons). Complementing his technical expertise, he also holds a Master’s in Business Administration, further enriching his strategic leadership capabilities.
Before joining SEC, he started his career in 1998 as an Assistant Mill Manager at Sawit Kinabalu Berhad, showcasing his early commitment to excellence. In 2000, he joined an independent power producer (IPP) as an Operation Engineer, further honing his expertise in the energy sector.
His journey with SEC began in 2003 when he joined as a Planning Engineer. Over the years, he rapidly progressed through the ranks, showcasing his exceptional skills and knowledge. In 2009, he assumed the position of Technical Services Manager, where he played a pivotal role in developing Malaysia’s first Virtual Pipeline System in KKIP Sabah.
Recognizing his outstanding contributions, Datuk Adzmir was promoted to Head of Business Development and Gas Trading in 2013. During this tenure, he was a key member behind the development of the first LNG facilities outside Bintulu in Sabah, solidifying SEC’s position in the industry. In 2019, he was promoted to Deputy Chief Executive Officer, where he spearheaded the company’s renewable drive, leading the development of SEC Large Scale Solar.
His exceptional leadership and business acumen led to his appointment as the Chief Executive Officer of SEC in September 2022. In this prestigious role, he continues to steer the organization towards new heights of success, overseeing key initiatives, expanding the natural gas business, and acquiring strategic assets from Petronas in Sabah.
Beyond his role at SEC, he also serves as a director at various prominent companies, including Asian Supply Base Sdn Bhd, Sepangar Chemical Industry Sdn Bhd, Sabah Air Aviation Sdn Bhd, Ranhill Sabah Energy Sdn Bhd, and SEC Gas Sdn Bhd. The latter, a subsidiary of SEC, operates LNG facilities in KKIP.

Nurhidayah Idrus

Ms Nurhidayah is currently the Principal Assistant Director in Energy Division, Ministry of Economy. She has been serving the Malaysian Government as an Administrative and Diplomatic Service Officer for 18 years. At the beginning of her tenure at the government, she was Assistant Secretary for Finance Division, Ministry of Education (MOE) in 2006. She was posted to the Economic Planning Unit, Prime Minister’s Department as an Assistant Director in the Human Capital Development Section and subsequently promoted as the Principal Assistant Director in the Development Budget Section.
She earned her undergraduate degree, Bachelor of Accounting (Hons), from Universiti Kebangsaan Malaysia (UKM) and Master of Public Policy from Korea Development Institute (KDI) School of Public Policy and Management. She also holds a Postgraduate Diploma in Public Administration from the National Institute of Public Administration (INTAN).

Before joining MPRC, he served as Head, Planning and Development at Johor Petroleum Development Corporation, where he was responsible for the development of the Pengerang Integrated Petroleum Complex (PIPC) masterplan in Johor. With a career spanning over 20 years, Mustafa has developed capabilities in oil & gas project management, risk-based maintenance, and operation.
Mustafa graduated with a B.Eng in Chemical Engineering from Birmingham University and an MSc in Manufacturing Systems Engineering from the Queen’s University of Belfast.

Sharifah Zaida Nurlisha received her Bachelor of Electrical Engineering (BEng (Hons)) and Master of Business Administration (MBA) degrees from Nottingham University, England.
She started her career as an Instrument Engineer at Sime Engineering Sdn Bhd in 1990 before moving to the discipline of Project Management with MMC Oil & Gas Engineering Sdn Bhd in 1995. Her experience includes Project Engineering to Project Manager of various types of Oil & Gas contracts while serving other positions in the company – Head of Department of Project Management and General Manager of Project Management Services, before holding her current position as Chief Executive Officer of MMC Oil & Gas Engineering Sdn Bhd.
In her 33 years in the oil & gas industry, she has been involved in projects ranging from Conceptual, FEED, Detailed Design, Fabrication/Construction, Hook-up and Commissioning, EPCC and EPCIC projects locally in Malaysia as well as internationally.
She has served actively on the Malaysian Oil, Gas & Energy Services Council (MOGSC) for over 10 years, served as an elected Executive Committee for the 2010/2012 term, Vice President for 2 terms, 2012/2014 and 2014/2016 and as President for 3 terms, 2016/2018, 2018/2020 and 2020/2022. She is now the Advisor of MOGSC for the 2022/2024 term.
In 2019, she was appointed by the Malaysian Oil & Gas Engineering Council (MOGEC) as one of their Executive Councils for 2019/2021 and was elected Vice President for 2 terms, 2021/2023 and 2023/2025. She is also a Council Member for the Malaysian Consortium of Mid-Tier Companies (MCMTC).
In 2017, she was listed by Amazons Watch Magazine/Center for Economic Development and Leadership (CEDL) as one of the Top 50 Women Energy Leaders in Developing Economies (Asia/Africa).
In 2022, she was appointed as the Cluster Head (Engineering & Energy) at the Center for Women Advancement and Leadership (CWAL), Universiti Kuala Lumpur (UniKL) for the year 2022/2024.
In the same year, she was also appointed as the Chairman of the Women Technologist Chapter for the year 2022/2024, under the Malaysia Board of Technologists (MBOT), which is responsible for enhancing the dignity and prominence of Technologists and Technicians among women in Malaysia.
For her contribution and dedication to the development of women in technology, Ts. Sharifah Zaida Nurlisha was recently recognized with the inaugural MBOT Woman Leadership Award 2023 at the auspicious MBOT Entice 2023

Faiz is a former Wireline Services Field Engineer with Baker Hughes and he has completed the

Graduated with Bachelor Degree of Petroleum Engineering from Universiti Teknologi
Malaysia (UTM), he has also served as the President of Society of Petroleum Engineers UTM
Student Chapter and led it to win the global recognition and award by Society of Petroleum
Engineers (SPE) International; 2013 Outstanding Student Chapter (only 7 recipients in the
world) and 2013 Gold Standard Award.
He is a HRD Corp certified trainer, a registered Professional Technologist (Ts.) with Malaysia

Ts. Amir Hisham Albakri or in short, AHA has been around the Oil & Gas industry close to 2 decades with experience in multiple companies, from start-up to large corporations. He is avid technology enthusiast, particular in digitalisation. Interestingly, one of his pet projects in the past was a biodiesel plant development hence he has been exposed to the renewable energy business much earlier in the 2000s. During his time in Indonesia, he has followed the geothermal industry closely as part the larger community in Indonesia Geothermal Association of which he is an Associate Member.

Datuk Dr. Ramzah Dambul has been appointed as the Chief Executive Officer of the Institute for Development Studies (Sabah) (IDS) effective 1st March 2022. He leads the autonomous research organisation with the primary mission to assist the government in meeting the needs and aspirations of the people through research and analysis on development issues. Datuk Dr.Ramzah has extensive experience within the academic and research sector, serving Universiti Malaysia Sabah (UMS) for 26 years in various academic and managerial positions, including his appointment as Deputy Vice Chancellor (Research and Innovation) since 2019. In 2016 hserved as the Deputy Secretary General of Science, Technology and Innovation (STI) in the Ministry of Energy, Science, Technology, Environment and Climate Change (MESTEC), coordinating STI-related sectors, and matters concerning bilateral and multilateral international cooperation related to aspects of STI.
Dr. Ramzah is an alumnus of University of East Anglia, United Kingdom where he obtained his Doctorate in Atmospheric Science. He holds a master’s in physical Geography from National University of Malaysia and Bachelor of Science in the same field from University of Malaya.
In addition to writing academic works in the form of books and articles for high-impact
international journal publications; he also writes non-academic articles, literary criticism, and creative writing especially for the poetry genre. He has three academic books published by the university; three poetry collection books published by ITBM and a general book published in conjunction with the Kuala Lumpur International Book Fair (PBAKL) 2017 by an indie publisher (Studio Anai-Anai) titled "Bukan Hajj Travelog di Bumi Anbia".
Datuk Dr Ramzah is a former National Education Advisory Council and currently Chairman of the Sabah Bumiputera Economic Cluster (KEB) 2024 and Member of the Bumiputera Economic Council 2024, Member of the National Unity Advisory Council (MPPN), External Advisor to Program Sarjana Muda Sains Citra, Pusat Pengajian Citra Universiti, Universiti Kebangsaan Malaysia, member of Sabah Logistic Council 2024, and Ahli Jawatankuasa Majlis Bahasa dan Sastera Pelbagai Kaum.
On October 7, 2022, in conjunction with the celebration of Sabah Ethnic Day 2.0, he was
ordained as the Tokoh Etnik Sabah. He has also received several awards in the field of research, oratory, and writing, among which is the recipient of the Chevening Fellowship from the British Council and the Foreign & Commonwealth Office in 2008. He is also the recipient of the Fellowship Award from the University of King Abdul Aziz, Saudi Arabia for the year 2012-2016.

Khairulanwar Zakaria joined the Malaysian Gas Association (MGA) as the Secretary General in September 2023. MGA is the nation’s lead advocate for the natural gas industry, playing a prominent role in promoting engagement, discourse and dialogue with key stakeholders to develop a vibrant and sustainable gas industry, fuel Malaysia's socio-economic growth and ensure pragmatic energy transition towards a low carbon economy.
Prior to joining MGA, Khairulanwar Zakaria (KZ) served PETRONAS for 32 years since 1991 upon completion of his Bachelor’s degree from City University, London, United Kingdom. With a career spanning over three decades in the oil and gas industry, KZ has worked internationally and accumulated extensive knowledge and experience in gas related activities and business. In the early to mid-nineties, he was involved in supporting the development of the integrated petroleum complexes in Kerteh and Gebeng which entailed the development of Gas Processing Plants, various petrochemical plants as well as the supporting infrastructures and facilities.
He worked at the company’s Corporate Planning Division in 1997 and was involved in the development of strategic business plans, performance monitoring and resolving corporate issues. In 1999, he was seconded to the Malaysian Prime Minister Department’s Economic Planning Unit (EPU) as PETRONAS representative; his key roles during the three-yearstint at EPU were assisting the Government in formulating and executing energy-related policies, managing and handling Parliamentary questions as well as representing PETRONAS during selected Government meetings.
In 2002, he pursued a one-year Executive Master of Business Administration Program (MBA Energy) under PETRONAS’ Scholarship in HEC Montreal, Canada. Upon completing his MBA in 2003, he was involved in the company wide Corporate Strategy Study/Integrated Transition Program (CSS/ITP). His main role was formulating and executing PETRONAS’ expansion strategy in gas related activities.
He undertook the business development role for Gas Business in 2004 and was involved in numerous commercial activities. He was handpicked to join the IGU Gas Market Integration Working Group and was a speaker at the World Gas Conference 2009 (Buenos Aires). A charter member of Page | 2
In 2009, he was promoted to the position of General Manager, Business Development. Among notable achievements during his tenure as the Head of Business Development were concluding Gas Sales Agreements (GSAs) in Singapore, Uzbekistan, Turkmenistan, formulating Gas assets in Canada.
He assumed the position of General Manager of Fleet Management in 2012. His main roles were managing the operation of 23 LNG ships serving PETRONAS Group of companies’ requirements, overseeing the safety aspect of LNG cargo delivery operation, providing advice on technical and marine operation (related to LNG ships) as well as determining the LNG shipping capacity requirement for PETRONAS Group of companies. In 2013, he was involved in the conclusion of Ship Building Contract for 4 new LNG ships.
He was appointed as the Head of LNG Marketing Korea, China and Taiwan in May 2015. His areas of responsibilities involve all types of LNG sales (spot and term); where he concluded numerous LNG supply deals (more than 8 mtpa), contract repackaging and price review exercises in those countries. He led a few “breakthrough” initiatives in LNG contracts and operations such as China Truck Market Price Index, AECO Index, Ship To Ship (STS) LNG transfer, LNG ISO Tanks deliveries and multiple discharge port deliveries

Datuk Joseph Podtung began his journey with PETRONAS when he joined
PETRONAS Carigali Sdn Bhd (PCSB) in 1990 as a Petroleum Engineer and has
accumulated more than 34 years of domestic and international experience in the oil and
gas industry. He graduated with a Bachelor's Degree in Petroleum Engineering (Hons)
from Universiti Teknologi Malaysia. He is the member of University Technology
PETRONAS (UTP) Research Advisory Council since 2022 and an Industry Advisory
Panel (IAP) member for Oil and Gas, Faculty of Engineering, University Malaysia Sabah
from 2019 to 2022.
Datuk Joseph is currently the Chief Executive Officer (CEO) for Malaysia Thailand Joint
Authority (MTJA) since 1st January 2022. In his current role, he is responsible in
formulating and implementing strategies for petroleum exploration and development
activities in the Malaysia-Thailand Joint Development Area (JDA) to create optimum
commercial value that would provide mutual and equal benefits to the Government of
Malaysia and the Government of Kingdom of Thailand. Prior to his current appointment,
he was the Head of Health, Safety and Environment (HSE) for PETRONAS Upstream
Business from 2018 to 2021, where he demonstrated strong drive to bring about
organisational improvement through change in HSE culture, as well as being
instrumental in leading Pandemic Preparedness Response Team (PPRT) during the
Covid-19 pandemic.
His significant contributions include the successful implementation of oil and gas
development mega projects for Upstream and Downstream during his tenure as
Chairman of PETRONAS Sabah and Labuan and Head of Sabah Operations from 2010
to 2013.
He had served five years in South Sudan as the President of Dar Petroleum Operating
Company (DPOC) from 2013 to 2016 and later President of Sudd Petroleum Operating
Company (SPOC) from 2016 to 2018, where he successfully gained and maintained the
trust between PETRONAS and the Ministry of Petroleum, among other stakeholders.
During his tenure in South Sudan, he was the driving force behind the successful
resumption of oil production in 2013 for Block 3 & 7 of South Sudan's Operations. He
was instrumental in the successful South Sudan asset turnaround, despite the underlying
civil war, turmoil, and low oil price environment in 2016 to ensure South Sudan business
continuity. He was also a key speaker for the Inaugural South Sudan Oil and Power
Conference organised by Africa Oil & Power in 2017.
He had also served at PETRONAS Carigali Myanmar Operations, Petroleum
Management Unit (now Malaysia Petroleum Management, PETRONAS) and led the

Hazwan had a humble beginning and started his career as a Management Trainee with Scomi. He then worked offshore for a couple of years as a Drilling Fluids Engineer and later progressed from a technical role in O&G Service Company to a management and sales role in Original Equipment Manufacturer (OEM) Company.
Currently, he is the Country Sales Manager – SEA for Voith Turbo, where he leads new business and aftermarket sales activities for turbomachinery equipment primarily in the Mining & Metals, Power and Oil & Gas markets across SEA Region.
Hazwan graduated from the University of Melbourne, Australia, with a degree in Mechanical Engineering and is currently pursuing a Master's in Business Administration (MBA) from Strathclyde Business School. Since 2017, Hazwan has been an active committee member in the Society of Petroleum Engineers (SPE) Kuala Lumpur Section. He has served on various portfolios from YP Chairperson, Program Chairperson and is currently the Secretary for SPE KL Section for 2023/24 terms.
He is also active in the SPE International and sits on SPE Young Member Engagement Committee (YMEC), The Next Wave Committee for Offshore Technology Conference (OTC) Asia and Young Member Activities Committee for International Petroleum Technology Conference (IPTC). Dr Rosalam Hj Sarbatly is a professor at Universiti Malaysia Sabah and a son of Hj
Sarbatly bin Taib and Hajjah Sa’adah Binti Tahir from Kg. Pilajau Baru, Beaufort, Sabah. In
2020, he was awarded the Top Research Scientist of Malaysia 2020 by the Academy Sains
Malaysia for his expertise in driving "Nanofiber, Membranes and the Environment". He
won the Sustainable Award 2021 by Institutional of Chemical Engineer (IChemE) Malaysia
and was selected as the finalist of the Global Sustainability Award by IChemE in 2021 for
his project of Membrane Distillation and Osmotic Membrane Distillation for water and
energy production. He is also the recipient of an outstanding researcher award in
Chemical Engineering during VISTA 2021 (7th Venus International Science and Technology
Award).
He holds a PhD in Membrane Technology from the University of Bath, UK, a master's
degree in Environmental Engineering and a first degree in Chemical & Process
Engineering from Universiti Kebangsaan Malaysia. He is a Professional Engineer with a
Certificate of Practice, a Member of the Central Committee of the Malaysian Membrane
Association, an Associate Member of IchemE and an Editorial Member, Journal of
Membrane Science International. He has been lecturing at UMS for 25 years since 1997
and has worked in the industry for almost five years.
Dr Rosalam specialises in membrane and nanofiber (NF) for clean water and wastewater
treatment and various other applications. He has actively involved in NF technology
through collaborations with Zetta Ltd Japan and Tokyo Institute of Technology since 2012.
His latest popular book is Hikmah-unfolding mysteries of the universe, Signs, Science,
Stories published by Partridge Singapore. His academic textbook is Membrane
Technology for Water and Wastewater Treatment in Rural Areas by IGI Global USA,
published in 2020, and Rural Intelligent in Agricultural Engineering and Innovation
Technology in 2020, published by UMS Publishers.
In recognition of his expertise and experience, Rosalam was appointed Chairman of the
Advisory Committee of the Minister of Education and Innovation of the Sabah
Government in December 2019, a panel consultant for Petrochemical Advisory Services
to Sabah Oil and Gas Devolution Authority (SOGDC) formally started in July 2021, a
Member of the Sabah New Economic Model 2021 Committee, and the Chairman of the
Sabah Drug and Crime Prevention Association (PPJDS) Advisory Board) since 2018.
He is also the former Dean of the Faculty of Engineering, UMS from 2007-2016, and the
founder and former Executive Director of UMS Oil & Gas Sdn. Bhd., A company involved
in professional TVET programs. In social research, he has introduced a rural innovative
engineering and agriculture innovation project in Beaufort Sabah that incorporates zero
waste technology into agricultural activities to produce sustainable rural agriculture.
Stanley Chong Hon Chung

TPr. Stanley Chong is currently working as the Deputy Permanent Secretary of the Ministry of Local Government and Housing, His portfolios include overseeing the Planning and Development Division of the ministry, which focuses on the preparation and updating of planning and development policies, rules, and regulations to overcome challenges and boost the administrative performance of local authorities in Sabah. He was also responsible for assisting several ministry divisions, such as Private Housing, Solid Waste Management, Town and Regional Planning, and Landscape Division.
From 2016 to 2019, TPr. Stanley Chong served as the Director of the City Planning Department at Kota Kinabalu City Hall, overseeing four main divisions: Planning & Development, Building Plan, Building Control, and GIS & Land Administration. As the Chief Town Planner for Kota Kinabalu City, he was responsible for overseeing and enhancing the City Planning Department's functions. These included assessing planning permission, building plans, building control, urban planning policies and guidelines, preparing statute plans, and developing a geographical information system for spatial planning. He also served as the Chief Supervising Officer in charge of project implementation, including planning projects, safe city programs, and environmental improvement projects. TPr. Stanley Chong is also involved in national and international collaborations on green and smart city initiatives, such as the Kota Kinabalu Green City Action Plan, under the Asian Development Bank-funded project and the Kota Kinabalu Smart City Action Plan, under the ASEAN Smart City Network Program.

Melvyn Lim presently leads the Circular Economy Unit at PETRONAS. With a 17-year tenure at PETRONAS spanning Upstream, Downstream, and Corporate, Melvyn has amassed invaluable cross-functional experience in strategic initiatives.
Melvyn's diverse professional background has equipped him with a multifaceted skill set, encompassing health, safety, and environment (HSE) in operational domains, assurances and due diligence processes across Europe and Asia, as well as business development and strategy formulation. This well-rounded experience allows him to navigate the complexities of sustainability challenges from a holistic perspective. Since 2020, Melvyn has been integrally involved in PETRONAS' corporate study on the circular economy, which has led to the enterprise being more purposeful in its embedment and advocacy of circular economy.

Ibrahem Wasti is the Dean of the Faculty of Natural Science and Sustainability (FNSS), University College Sabah Foundation (UCSF), and he specializes in biodiversity, biosystematics, and mycology. He has been with UCSF for almost nine years, having been appointed as a lecturer in 2015. Courses he has coordinated and taught include Molecular Ecology and Conservation Genetics, Molecular and Cell Biology, Organic Chemistry, Introduction to Green Concept and Philosophy, and Human Ecology.
Ibrahem graduated with a Master of Science in Biodiversity and Biosystematics from the Institute of Tropical Biology and Conservation, Universiti Malaysia Sabah, Malaysia. Prior to that, he received two Bachelor degrees, a Bachelor of Science (Human Biology) and a Bachelor of Arts (English) from Michigan State University, Michigan, U.S.A.. His research primarily focuses on mycology and biodiversity, however he has been involved in research and consultation in various disciplines.
Sustainability and environmental concerns have long been important issues to Ibrahem ever since his youth, particularly spreading awareness about the issues while also trying to be part of the solution. His passion in sustainability issues stems from his time as the Lead Community Organizer for the Sierra Club’s Beyond Coal Michigan State University chapter when he was an undergrad. Until today, he is adamant in incorporating sustainability into his lectures and research, as it is the most pressing existential issue for the current and future generations.

Dr. Wei-nee Chen holds a Bachelor Degree in Computer Science from the University of Canterbury, a Master of Business Administration from Universiti Tun Abdul Razak, and a Doctor of Business Administration from Universiti Kebangsaan Malaysia. She was formerly the Chief Strategic Officer of the Sustainable Energy Development Authority (SEDA) of Malaysia from October 2011 until September 2020. From December 2005 to mid-2011, Dr. Wei-nee served in the capacity of a Technical Advisor in the Malaysia Building Integrated Photovoltaic (MBIPV) Project; a project by the United Nations Development Program and administered by the Malaysian Government. Prior to coming back to Malaysia, she worked in New Zealand for 10 years in various industries. Today, Dr Wei-nee is known for her deep passion for renewable energy and energy transition. In September 2020, she joined Hibiscus Petroleum Bhd, Malaysia's first publicly listed independent oil & gas exploration and production company, to pursue her passion in energy transition under the capacity of the Vice-President of New Energy Ventures. In August 2022, she joined Bursa Malaysia Bhd as EVP and Head of Carbon Market. Dr Wei-nee currently serves as a member of Industry Advisory Panel to Malaysia Petroleum Resources Corporation (MPRC), Malaysian Photovoltaic Industry Association (MPIA), the REDD+ Finance Framework Advisory Committee (RFFAC), and is involved in various technical working groups such as the World Bank Partnership for Implementation for Carbon Pricing Instrument (PMI CPI).

Dr Kenneth Gerard Pereira is the Founder and Managing Director of Hibiscus Petroleum Berhad. He listed Hibiscus Petroleum on the Main Market of Bursa Malaysia on 25 July 2011.
Dr Kenneth has 33 years’ experience in the upstream oil and gas industry in the services as well as the exploration and production sectors. He began his career with Schlumberger Overseas in 1983 as a Field Service Engineer working in Asia and Europe. He joined the Sapura Group in 1990, and in 1997, was appointed Vice President of Energy Sector Projects where he initiated the building of the oil and gas services business. In 2003, when the Sapura Group successfully acquired Crest Petroleum Berhad, he became the Chief Operating Officer (COO) of Sapura Crest Petroleum Berhad. From 2009 to 2011, Dr Kenneth became Managing Director and a shareholder of Interlink Petroleum Ltd, an oil and gas exploration and production company listed on the Mumbai Stock Exchange. He sold his interests in Interlink Petroleum to a Singapore-based listed company in 2010.
He holds a Bachelor of Science (Honours) degree in Engineering from the University of Bath, United Kingdom, an MBA from Cranfield University, United Kingdom and a Doctorate in Business

solutions. With more than 65% female board representation, EXS Synergy operates in South
East Asia, serving clients in the oil, gas, energy, data center and manufacturing industries. As
MD of EXS Synergy, he is focused on expanding his business regionally, with passion in
championing Malaysian capabilities to the international market.
Fairuz is a passionate industry advocate, with active involvement in the Malaysian Oil, Gas and
Energy Services Council (MOGSC), currently serving as Treasurer. MOGSC has membership of
close to 600 companies operating in the Malaysian Oil and Gas Services and Equipment (OGSE) sector. Fairuz is also the current APAC Regional Chairman of the Energy Industries Council (EIC), a UK-based trade association with over 900 member companies globally.

The Honourable Tan Sri Datuk Seri Panglima David Wong is the former 5th Chief Justice of Sabah and Sarawak. At present, Tan Sri David Wong helms the Borneo International Centre for Arbitration and Mediation as the Chairman. Tan Sri David Wong is also a qualified auditor and a dual-qualified lawyer in Australia and Malaysia. He is also a member of SIDREC’s list of mediators, a fellow member of the Malaysian Institute of Arbitrators as well as a certified adjudicator. During Tan Sri David Wong’s time on the bench, he led the team in transforming the manual filing system in the High Court of Sabah and Sarawak into its digital age. Prior to retirement, Tan Sri David Wong introduced the use of Artificial Intelligence by the Criminal Court in dispensing out sentences for the convicted accused. Since the launch of the Borneo International Centre for Arbitration and Mediation in July 2023, Tan Sri David Wong continues to lead a team in raising awareness and capacity building in the field of alternative dispute resolution. This avenue for out-of-court settlement for contracting parties is especially relevant to disputes concerning construction, energy, technology, oil & gas, and more.

With over 21 years in the company, Muammar Gadafi has served a variety of roles in various PETRONAS businesses. From Operations & Maintenance (2001-2009), he moved on to Project Management and Business Development roles in PETRONAS Carigali Sdn Bhd (PCSB) from 2009-2020. In 2020, Muammar Gadafi was appointed as the General Manager (Category Management-Engineering, Construction & Project) in Group Procurement to strategize and function as an owner of Category Management and their respective sub-categories covering Upstream, Downstream, and Gas businesses to ensure optimum, seamless, and timely value delivery to stakeholders and PETRONAS.
Among his notable achievements is the value creation of more than RM500 million through effective category strategies and tender plans. He successfully lowered project cost as compared to initial estimation and ensured more involvement from Sarawak contractors, especially in Engineering, Procurement, and Construction (EPC) and Transportation and Installation (T&l) categories.
He also steered the relocation of two, first-in-the-world projects, namely the wellhead platform via single lift in Jitang Field Development under Vestigo Petroleum (2019-2020), and the longest weldless offshore subsea pipeline in the world located at Tembikai NAG Field Development under Vestigo Petroleum (2018-2021). Both projects were delivered ahead of schedule with lower cost and higher reserves based on post drilling report.

Ms. Navena Thambirajah has been with MIDA since 2007, contributing to various divisions such as the Life Sciences Division and the Strategic Planning and Policy Advocacy (Manufacturing) Division, where she played a key role in developing policies for tax incentives and grants.
Prior to her current position in the Chemical and Advanced Materials Division, she was the Director of MIDA Stockholm office in Sweden, focusing on attracting investments from the Nordic region to Malaysia.
Ms. Navena holds a Bachelor of Science in Environment from University Putra Malaysia (UPM) and a Master's in Business Administration, with a major in International Business, from the Graduate School of Management at UPM.
